Scottish Enterprise is the main economic development agency in Scotland and is funded by the Scottish Government. Their mission is to help build a world-class economy by providing strategic advice and business assistance.

A new headquarters building was identified and designed to meet the need of 800+ staff and up to 800 visitors on a routine and regular basis.

The relocation from two existing properties in Glasgow into Atlantic Quay took place in late 2002.

Key Facilities Management was appointed in 2001 to assist in the design and relocation of the new HQ as well as ensuring that operational continuity occurred during the transition process.

Objectives


  • Establish a pragmatic but functional working environment that embraced the new workplace, virtual working, drop-in stations, ‘hot desking’ and electronic scheduling of working space.
  • Review building services specification, compliance and fit for purpose’ in terms of the operational requirements.
  • Procure new service contracts for all building systems and equipment.
  • Establish Building Management structure, processes and procedures using Scottish Enterprise financial management and reporting systems.
  • Establish a security strategy to cope with 100% volume increase on a regular and routine basis.
  • Undertake logistics planning for all facilities management related activities to ensure seamless relocation and full operability day 1.

Outcomes


  • Integrated new facilities team and processes incorporating H&S, Services Procurement, Building Management, Catering, Environmental Services and help-desk, from day 1.
  • Building support team and supply chain established.
  • FM budget established within financial management and reporting system.
  • Significant snagging list identified and managed during warranty period.
  • New security regime established and successfully implemented for fit out, move and initial operating period. Subsequently established for normal routine operations.
  • Successful move management programme with nil down-time.
  • CEO comment that relocation best in his corporate experience of many years.
